The Pastoral Team assists with starting/maintaining ministries, equipping, prayer/prophetic witness, evangelism, preaching and teaching. OCMC utilizes the five fold ministry outlined in Ephesian 4 also known as the APEST model. (Apostles, Prophets, Evangelists, Shepherds, Teachers). The four pastors are listed below.

PASTORS

Lead Pastor
Lynn Parks is Pastor at Oxford Circle Mennonite Church in the Oxford Circle neighborhood in Philadelphia. She also was previously Pastor of Visitation at Neshaminy-Warwick Presbyterian Church in Warminster, PA. She is a graduate of Regent University School of Divinity, is a certified life coach and trained facilitator with the American Bible Society Trauma Healing Institute. She grew up in northeastern North Carolina, near the Outer Banks. Her family were involved in a Pentecostal Holiness church. She and her husband Vandy have been missionaries and church planters in London, England; Cologne, Germany and Philadelphia. She has one daughter, Bethannie, who is married to Kevin with two grandchildren. She has a black lab named Belle and a cat named Shadow. She enjoys spending time with her family, reading, teaching, cooking, walking with Belle and exploring new places with Vandy.

Pastor of Outreach
Ron Tinsley has served in various positions at OCMC as council chair, pastoral team member, council at-large, usher and growth group leader. Ron responded to the pastoral call into ministry in 2019 and went though a discernment process at OCMC to take the present position in 2021. He has been OCCCDA Board Chair since 2024.

Over the last three decades, Ron has served as a youth minister at churches in Philadelphia and Lancaster, PA, area director of Young Life Greater Wilmington, DE, teacher/administrator at a private Christian high school and as a communications director at an addiction recovery facility. He has also taught college courses at Eastern University and Temple University. Ron has served on boards and in advisory roles. He also has his own branding and design business. He is also Board Chair of OCMC’s nonprofit.

Ron has a MA in Urban Studies from Eastern University and a BFA in Graphic Design. He is married with four children, a daughter-in-law and one grandson.

Pastor of Discipleship

JoEl Rohrer has served in a variety of roles at OCMC for the past two decades, including teacher, children’s ministry overseer, adult discipleship overseer, youth minister, and pastoral support member. She holds a Master of Theological Studies from Palmer Theological Seminary and is a trained Life Coach.

JoEl’s call is to be a disciple of Jesus, to train others as disciples of Jesus and to develop leaders for his kingdom. She grew up on a dairy farm in Lebanon, Pennsylvania. Her family was involved in a Mennonite church. As a young adult, she spent time in missions in Trinidad and Baltimore before moving to Philadelphia for an undergraduate degree in Math Education.

She is married to Richard Rohrer and is the mother of three. JoEl enjoys sharing dinners, books and ideas with family and friends, taking walks, baking bread, teaching, backpacking, and connecting with others—especially over good food.

Pastor of Spiritual Formation

For more than thirty-five years, Lyllian Velazquez has walked with the Lord in ministry, and for forty-plus years she has known Him as Savior, Healer, Deliverer, and Friend. Church Council is the governing body administering clarity of vision and mission, church business, and the physical maintenance of the church.

Kevin Opett is pastor at The Church of the Good Samaritans in Churchville, PA. He has served as one of our pastoral team leaders until he received his calling 2019.
